Chenyi Engineering Project Management Co., Ltd., entrusted by the tenderer, implements international competitive bidding for the supply of the following products and services. The tender notice will be released at www.chinabidding.com, www.cebpubservice.com, www.ccgp.gov.cn, HIT and State-owned Assets Management Office of Harbin Institute of Technology on May 7th, 2019. Traditional bidding shall be adopted in this bidding process and eligible bidders are hereby invited to participate in the bid.

本項(xiàng)目為“空間環(huán)境地面模擬裝置”擬采購設(shè)備之一。勞厄法晶體定向儀，主要包括勞厄法晶體定向儀 1 套。勞厄法晶體定向儀可用于透射及反射光操作以獲取晶體對(duì)稱及角度定向詳細(xì)資料，可用于獲取空間環(huán)境地面模擬裝置中空間晶體材料的相關(guān)數(shù)據(jù)。
This project involves one of the pieces of equipment to be purchased for the “Space Environment Ground Simulation Device”. Laue Camera System mainly includes a set of Laue Camera System, which can be used for transmitted and reflected light operations to obtain crystal symmetry and angle orientation details and used to obtain relevant data about spatial crystal materials in the space environment ground simulation device.

投標(biāo)人應(yīng)具備的資格或業(yè)績：（1）有意向的合格投標(biāo)人可從忱義工程項(xiàng)目管理有限公司得到進(jìn)一步的信息和查閱招標(biāo)文件；（2）本次招標(biāo)不接受聯(lián)合體投標(biāo)。凡具備承擔(dān)本招標(biāo)項(xiàng)目的能力并具備規(guī)定的資格條件的企事業(yè)單位，均可針對(duì)本招標(biāo)項(xiàng)目向招標(biāo)人提出投標(biāo)申請(qǐng)；（3）投標(biāo)人應(yīng)按照《機(jī)電產(chǎn)品國際招標(biāo)投標(biāo)實(shí)施辦法》第三十八條規(guī)定在中國國際招標(biāo)網(wǎng)上注冊；如為代理商投標(biāo)，須提供設(shè)備制造商針對(duì)本項(xiàng)目出具的授權(quán)委托書或產(chǎn)品經(jīng)銷協(xié)議（復(fù)印件）；如為設(shè)備制造商投標(biāo)，須提供依法成立的相關(guān)證明資料（復(fù)印件）；（4）投標(biāo)人具有在境內(nèi)的獨(dú)立法人資格以及相關(guān)資質(zhì)證明文件（原件及復(fù)印件）；（5）投標(biāo)人應(yīng)符合政府采購法第二十二條的規(guī)定；（6）投標(biāo)人需提供基本賬戶銀行開具的銀行“資信證明”（須針對(duì)基本賬戶，體現(xiàn)出賬戶號(hào)），同時(shí)附基本賬戶銀行開戶許可證（復(fù)印件）；（7）如果提供進(jìn)口產(chǎn)品，投標(biāo)人需提供與國外廠家的所屬關(guān)系證明文件（復(fù)印件）；如果提供的國內(nèi)產(chǎn)品非本單位生產(chǎn)，投標(biāo)人需提供將原生產(chǎn)商授權(quán)書（原件及復(fù)印件）；（8）投標(biāo)人擬派參與投標(biāo)活動(dòng)的投標(biāo)項(xiàng)目負(fù)責(zé)人可以是企業(yè)法人或授權(quán)委托代理人。投標(biāo)項(xiàng)目負(fù)責(zé)人本人必須按照要求參加所有招標(biāo)投標(biāo)活動(dòng)，包括但不限于投標(biāo)登記、任一階段的開標(biāo)會(huì)等，并且攜帶有效的授權(quán)委托書、身份證明（原件及復(fù)印件）。本次招標(biāo)如出現(xiàn)一個(gè)投標(biāo)人的二個(gè)授權(quán)代表來參加本次投標(biāo)，則該投標(biāo)人的投標(biāo)資格將被當(dāng)場取消,投標(biāo)保證金不予退還。
The bidder shall have the following qualifications or achievements: (1) Interested eligible bidders may obtain further information and access the bidding documents from Chenyi Engineering Project Management Co. Ltd; (2) The project will not accept the bid from a consortium. All enterprises and institutes who have the ability of undertaking this project and have the required qualifications may provide the tenderer with an application for submitting a bid; (3) The bidder shall be registered on the www.chinabidding.com in accordance with the provisions of Article 38 of Measures for implementation of international bidding and bid submission for mechanical and electrical products; If the bidder is an agent, he shall provide the letter of attorney or the product distribution agreement issued by the manufacturer for this project (photocopy); If the bidder is an equipment manufacturer, he shall be responsible for providing the relevant proof material (photocopy) that the manufacturer was established according to relevant laws; (4) The bidder shall have independent legal person qualifications and relevant qualification certificates (original and photocopy) within the territory; (5) The bidder shall comply with the provisions of Article 22 of the Government Procurement Law; (6) The bidder shall provide a bank "Reference Letter" issued by basic account bank (for a basic account, stating the account number), and attach a bank account opening permit for its basic bank account (photocopy); (7) if imported products are provided, the bidder shall provide proof of relationship with the foreign manufacturer (photocopy); if the domestic products to be provided are not manufactured by the unit, the bidder shall provide the original manufacturer's letter of authorization (original and photocopy); (8) The bidding project leader proposed by the bidder to participate in the bidding activity can be an enterprise legal person or an authorized agent. The leader must participate in all tendering and bidding activities in person as required, including but not limited to bid registration and bid opening meetings at any stage, and carry a valid power of attorney and identity certificate (originals and photocopies). In this tender, if two authorized representatives of a bidder participate in the bid, the bidder's bidding qualification shall be canceled on the spot and the bid bond shall not be refunded.

All enterprises and institutes who have the ability of undertaking this project and have the required qualifications may provide the tenderer with an application for submitting a bid; (3) The bidder shall be registered on the www.chinabidding.com in accordance with the provisions of Article 38 of Measures for implementation of international bidding and bid submission for mechanical and electrical products; If the bidder is an agent, he shall provide the letter of attorney or the product distribution agreement issued by the manufacturer for this project (photocopy); If the bidder is an equipment manufacturer, he shall be responsible for providing the relevant proof material (photocopy) that the manufacturer was established according to relevant laws; (4) The bidder shall have independent legal person qualifications and relevant qualification certificates (original and photocopy) within the territory; (5) The bidder shall comply with the provisions of Article 22 of the Government Procurement Law; (6) The bidder shall provide a bank "Reference Letter" issued by basic account bank (for a basic account, stating the account number), and attach a bank account opening permit for its basic bank account (photocopy); (7) if imported products are provided, the bidder shall provide proof of relationship with the foreign manufacturer (photocopy); if the domestic products to be provided are not manufactured by the unit, the bidder shall provide the original manufacturer's letter of authorization (original and photocopy); (8) The bidding project leader proposed by the bidder to participate in the bidding activity can be an enterprise legal person or an authorized agent. The leader must participate in all tendering and bidding activities in person as required, including but not limited to bid registration and bid opening meetings at any stage, and carry a valid power of attorney and identity certificate (originals and photocopies).
